In July 1993, a pretested questionnaire and a letter describing the purpose of the study were mailed to all dentists employed by IHS (n=389) and FBoP (n=120). IHS dentists provide clinical services in 200 dental clinics in IHS/tribal hospitals or ambulatory health centers in 33 states. Within the FBoP, inmates receive dental treatment at 107 dental clinics. Of the 509 dentists who were mailed the questionnaire, 489 (96% [372 IHS and 117 FBoP]) responded. Of the 489, 194 (40%) dentists had practiced clinical dentistry in the IHS or FBoP for lt;3 years; 183 (37%), 3-9 years; and 112 (23%), [equal to or greater than] 10 years. The mean years of clinical practice were similar for dentists in both groups (5.9 years for IHS and 5,6 years for FBoP dentists; p=0.7, two-tailed t-test); 438 (90%) reported that they were practicing clinical dentistry at the time of the survey (87% IHS and 97% FBoP), and the remainder were in nonclinical positions. Almost all (474 [97%]) respondents reported ever having received a TST (365 [98%] IHS and 109 [93%] FBoP); 92% of those tested reported always having a negative test result (Table 1). Of 36 dentists who reported ever having a reactive TST, 17 (47%) reported the first reactive TST occurred after graduation from dental school. Of these 17 dentists, 14 (11 IHS and three FBoP) reported converting from a negative TST to a reactive TST.

Does the level of spirituality of a superintendent contribute to his or her survival and success? John D. Kammerud, a doctoral candidate at Edgewood College, explored that question in a 2005 dissertation titled Spirituality and Superintendent Survival. He surveyed superintendents in Wisconsin with 10 or more years of experience on their perspective of their spirituality as well as their projected perception of how their employer, employees and family members noted their spirituality. In his principal findings, Kammerud, a former superintendent in Wisconsin, viewed:

The number of new single-family homes under construction in El Paso County fell for the second straight month in February, but industry officials arent fretting yet. Construction began last month on 584 single-family homes - down 12 percent from the 664 homes started in February 1999. Combined with Januarys figures, which also declined from the previous year, single-family housing starts for the first two months of 2000 in the county were down 11.5 percent over the same period in 1999.
Rebounding from a B-month low, total housing starts surged 5 percent, up from 1.54 million units in April to 1.96 million in May. Single-family starts were up 2.1 percent in May as well. The National Association of Home Builders reported increases in new home and apartment construction in May for three regions: West, up 15.8 percent; South, 8.5 percent; and Northeast, 1.7 percent.

Between 1991 and 2001, both improved use of contraceptives and delay in initiation of sexual intercourse contributed to the decline in teenage pregnancy rates. (3) Although both household- and school-based surveillance systems document declines in sexual experience among youth in the United States, (4) use of contraceptives remains the critical factor mediating the risk of pregnancy among sexually active teenagers. (5) Contraceptive use among U.S. teenagers has changed substantially over the past 30 years. In the 1970s, the birth control pill was the most commonly used method among young women, followed by condoms and then withdrawal. (6) Condom use among adolescents increased dramatically in the 1980s, as use of birth control pills declined. (7) Increased reliance on the condom has resulted in an increased use of contraceptives at first intercourse. (8) Since 1988, condom use among U.S. teenagers has continued to increase, and long-acting hormonal methods have been introduced. (9) Prior analyses have found that condom use among high school students increased between 1991 and 2003 (10) (trends in the use of other contraceptive methods have not been reported recently for this group). Assessing the risk of pregnancy among a population of teenagers using many contraceptive methods is difficult, as the failure rates for specific methods vary widely. For example, the typical-use failure rate for injectables is three pregnancies per 100 woman-years of use, while for withdrawal the failure rate is 27 pregnancies per 100 womanyears of use. (11) To summarize the overall risk of pregnancy, in a previous study we created a pregnancy risk index based on the prevalence of use of specific methods (including use of no method) and the typical-use failure rate for each. (12) The current study uses this index to explore changes in pregnancy risk over time among sexually active high school students between 1991 and 2003, and to examine changes in pregnancy by grade in high school and race or ethnicity. Our study does not address changes in the proportion of high school students who are sexually experienced, as this has been described previously. (13)

Jim Summers, owner of Summers Winery in Calistoga, Calif., has been leasing equipment since 1997, a year after his winery began operation. Initially, we leased everything we could lease, Summers said, mainly presses, pumps, tanks and barrels. Now that the winery is up and running, he said, he continues to lease barrels through Hansel Leasing in Santa Rosa, Calif. Barrels are a quickly depreciating product, so it makes sense to lease instead of purchase, he explained. We spread the payments out over three years; that way we can expense them each month and write off the costs faster. This makes sense, especially since it costs about $900 per barrel to buy. Leasing is something Summers knows a thing or two about; he started out in the leasing business 35 years ago, long before he opened a winery. Leasing fits a couple of different needs, he said, the first of which is helping new wineries get started. In the beginning, you look for any kind of capital you can. Leasing is basically an installment payment program–a conditional sales contract. It also helps established wineries keep going during hard times. Anytime theres a downturn in the economy, traditional sources of finance start to dry up, Summers continued. Leasing companies arent as demanding as banks, theyre more liberal–they borrow money from banks and then lend it to you. Its not Las Vegas–theyre not just handing out money–but if you didnt make a profit last year, that wont preclude you from leasing. Its a way to conserve your cash capital and manage your cash flow program.
Equipment leasing is expected to increase an estimated 5 percent in 1993 to about $126 billion. Rates of leasing growth will vary among equipment types, but demand for the leasing of office machines, small computer systems, and railroad and telecommunications equipment should be strong. Equipment leasing growth was flat in 1992, reflecting the effects of the economic downturn. The cost of equipment added through leasing, measured by original cost of the equipment, is estimated at $120 billion for 1992, unchanged from its 1991 level. During the past several years, leasing has been estimated to represent about 32 percent of private, nonresidential purchases of producers durable equipment. According to an industry survey, growth in new leasing business in 1991 was led by containers at a rate of 500 percent, followed by project financings at 260 percent, fresh and salt water transportation at 75 percent, and aircraft at 55.8 percent (Table 1). Equipment leasing companies are leaner and have more strategic focus. They have weathered a very difficult period; they feel stronger even though they recognize that many challenges exist. The weak companies are gone. Because of the unstable condition in which many banks find themselves, bank leasing companies have established higher credit standards and are staying away from markets where there is any perception of significant risk. Captives continue to remain focused on a clear role, being part of the core business strategy of their parent. Independent and financial service companies are being negatively affected by the requirements of lenders for lower leverage on their balance sheets. The requirement for an independent to secure higher pricing with a product that has become more commodity-driven, in order to provide adequate profits, has proven to be a real challenge. The current competitive environment and profit pressures are increasing the focus on operating efficiency including the need for the use of technology to drive processing costs down and improve customer service.

Chelators added to pectinase-rich enzyme mixtures increase the efficiency of enzyme retting of flax. The multitude of available chelators requires research to optimize enzyme retting for cost and fiber quality. Of several chelators tested, ethylenediaminetetraacetic acid (EDTA) is the most effective in sequestering calcium from solution, with substantial activity even at pH 4 or 5. Phosphate is also effective, but only at high pH. EDTA and Mayoquest 200, a commercial product with -37% EDTA, in combination with Viscozyme L or Lyvelin, commercial enzymes with polygalacturonase activities, yield high Fried test scores, indicating efficient separation of fibers from core tissues. Neither chelator nor enzyme at the levels tested alone effectively rets flax at a pH of around 5. In contrast, EDTA at 20 mmol/L levels and alkaline pH yields high Fried test scores. The addition of BioPrep, a commercial pectate lyase, does not influence retting measured by the Fried test with EDTA at alkaline pH, but the enzyme does improve retting with the weaker chelator sodium tripolyphosphate. The quality of fibers, as determined by the yield of fine fibers obtained by passing retted flax through the Shirley analyzer, is substantially greater with EDTA plus Viscozyme at pH 5 than alkaline chemical retting with EDTA, sodium tripolyphosphate, or sodium oxalate without enzyme. EDTA is the most effective chelator at acidic pH levels for stimulating flax retting by various commercial pectinase-rich enzyme mixtures. However, other less expensive candidates require additional study for more cost-effective formulations and applicable fiber properties. Retting is the process by which fibers in flax (Linum usitatissimum L.) stems and other bast plants are separated from the nonfiber tissues. This process, which is usually microbial, is the major limitation in producing linen fibers [25]. For commercial flax fiber operations, flax stems are pulled from the ground and dew retted, in which indigenous fungi colonize and degrade the nonfiher tissues to liberate fibers. After dew retting, the stems are mechanically cleaned to remove shive and other contaminants from fibers for use in linen yarns and fabrics. While currently the method of choice, dew retting is restricted to geographical regions with appropriate climates, and the resulting fibers are often inconsistent in quality with significant amounts of dirt and contaminants [21, 25]. Therefore, considerable research has focused on alternative chemical and enzymatic methods to improve the consistency of fiber quality [1, 4, 5, 9, 10, 14, 21, 22, 25]. Increasing U.S. interest in flax fibers for use as cottonized fibers in textiles [4] and for bio-composites [19] globally provides a strong impetus to improve flax retting. The importance of pectin as a binder between cells and the necessity to remove it during retting has been acknowledged for several decades [25]. Therefore, pectinases, and in particular endopolygalacturonases, are effective in retting flax [2, 4, 11, 12, 17, 25, 26]. However, pectin is a complicated polysaccharide that varies in structure [16]. In nonmethylated pectins, often Ca2+ binds carboxyl groups of adjacent molecules, thus stabilizing pectins and thereby plant structure [20]. In flax, recent research has indicated that acidic pectins and Ca2+ are located preferentially in the epidermal regions of flax [18], likely contributing to the structural integrity of the stem and bast fibers. Therefore, complex formers, e.g., chelators, such as ethylenediaminetetraacetic acid (EDTA) to remove Ca2+ have proven useful in retting flax and in facilitating enzyme retting [4, 7, 9, 11, 21].

For some reason I found myself thinking of the sad advertisements one used to see occasionally in the personal columns: “Public school man seeks interesting job, anything legal considered.” But of course I was confusing two different functions of the word legal. Ethical began by meaning “to do with ethics”, and only later came to mean being good. The purist in me still winces when someone says “aesthetic” when they mean “in good taste”. (Aesthetic originally meant “to do with the science of perception”, then “to do with taste”, good, bad or indifferent.) But there was never any need for legal to carry two meanings, because theres a perfectly good alternative that takes half the burden off it: lawful, a nice old word from the late Middle Ages (its parent word, law, appears to be of ancient Scandinavian origin). Everyone understands the difference between “legal business” and the “lawful business” that most of us spend our lives going about. Why couldnt those job-seekers have put “anything lawful considered”? Lawyers use lawful, too; they speak of a “lawful killing”. They dont say “a legal killing” (which, if it meant anything, would presumably refer to their fees).

ONE OF Britains biggest garden centre companies is selling furniture made from teak sold by the oppressive Burmese military regime. Tables, chairs and other goods made from the wood are on sale at dozens of branches of Wyevale Garden Centres around the country. The revelations come ahead of the biggest weekend for garden centres, with millions of pounds expected to be spent over the Easter holiday. Many of Wyevales 114 stores sell furniture sets made by Neptune. These great estates and surrounding landscapes were designed by notable architects, and some of the largest properties were manicured by as many as three dozen gardeners. One such house, in the shingle style, is Weatherend in Rockport, built for the John Gribbel family about 1900. In 1913 a Norwegian-born landscape architect named Hans Heistad (d. 1945), the son of a shipbuilder, was hired by Gribbel to improve the grounds around Weatherend. He divided the land around the house into garden rooms delineated by masonry walls and built tables, chairs, and benches to furnish these open-air rooms.About 1905 Heistad had been hired by Olmsted Brothers of Brookline, Massachusetts, founded by Frederick Law Olmsted (1822-1903). In 1910 he was introduced to Maine while employed by the firm at Chatwold, the Joseph Pulitzer estate in Bar Harbor. He worked on many other Maine estates as well and finally moved permanently to the coast of Maine in 1913.In 1983 the late William Fisher, who grew up summering at Weatherend, was inspired to form a company he named Wcatherend[R] Estate Furniture in Rockland to design and manufacture garden furniture inspired by Heistads pieces. He hired ship-wrights to create an introductory group of seven reproductions. Today the firm has expanded its offerings to more than sixty products, some of which are interpretations based more loosely on Heistads pieces.

John and Wendy Cornwall begin the essays by outlining what they call an “evolutionary-Keynesian” analysis of capitalist performance (p. 11). They correctly note that economic change cannot be adequately analyzed within the neoclassical framework, which assumes a self-regulating system always tending toward a full-employment equilibrium. Their alternative stresses aggregate demand and its institutional determinants. It also stresses endogenous structural change and the impact of history upon capitalist development. Although the Cornwalls approach is promising, their brief description of how this applies to advanced capitalist nations is somewhat disappointing. Their explanation for the demise of the postwar “golden age” of high employment stresses both a wage-determination system driven by unions exercise of market power and the rise of labor militancy in the late 1960s and early 1970s; it is neither new1 nor convincing. A more comprehensive application of the evolutionary-Keynesian approach seems warranted, one bringing attention to other factors including corporate businesses practices, the rise of global competition, and the spread of financial fragility.

WASHINGTON — Concentrations of mercury in the rainwater of several southeastern and Gulf Coast states exceed the safe level established by the Environmental Protection Agency for lake water by as much as 96 times, an environmental group reported Thursday. The National Wildlife Federation said EPA mercury sampling stations in Georgia, Texas, Florida and five other Southern states showed mercury levels that would make fish toxic to humans who consumed them. The federation, largest environmental organization in the country, called on the EPA to crack down on the sources of mercury in the atmosphere, especially coal-burning electric power plants.

Equipment leasing is expected to increase an estimated 5 percent in 1993 to about $126 billion. Rates of leasing growth will vary among equipment types, but demand for the leasing of office machines, small computer systems, and railroad and telecommunications equipment should be strong. This industry is in transition. Before reading this chapter, please see “How to Get the Most Out of This Book” on page 1. It will answer questions you may have concerning data collection procedures, forecasting methodology, sources and references, and the Standard Industrial Classification (SIC) system. Equipment leasing growth was flat in 1992, reflecting the effects of the economic downturn. The cost of equipment added through leasing, measured by original cost of the equipment, is estimated at $120 billion for 1992, unchanged from its 1991 level. During the past several years, leasing has been estimated to represent about 32 percent of private, nonresidential purchases of producers durable equipment. According to an industry survey, growth in new leasing business in 1991 was led by containers at a rate of 500 percent, followed by project financings at 260 percent, fresh and salt water transportation at 75 percent, and aircraft at 55.8 percent (Table 1). Equipment leasing companies are leaner and have more strategic focus. They have weathered a very difficult period; they feel stronger even though they recognize that many challenges exist. The weak companies are gone. Because of the unstable condition in which many banks find themselves, bank leasing companies have established higher credit standards and are staying away from markets where there is any perception of significant risk. Captives continue to remain focused on a clear role, being part of the core business strategy of their parent. Independent and financial service companies are being negatively affected by the requirements of lenders for lower leverage on their balance sheets. The requirement for an independent to secure higher pricing with a product that has become more commodity-driven, in order to provide adequate profits, has proven to be a real challenge. The current competitive environment and profit pressures are increasing the focus on operating efficiency including the need for the use of technology to drive processing costs down and improve customer service.
In 1993, equipment leasing grew about 3 percent, a little better than 1992s growth, but still modest by historic standards. Expansion was hindered by the economys sluggish performance (see Trends and Forecasts for Equipment Leasing table). Leasing is a financial mechanism involved in about 32 percent of private, nonresidential purchases of producers durable equipment; the percentage has been relatively constant for the last several years. In 1992, according to an industry survey, growth in leasing was led by containers, with a 150 percent increase over the previous year. Furniture, fixtures, and equipment was second with a 100 percent increase, while materials handling increased 60 percent. Computers replaced aircraft as the largest leasing sector in 1992, following a 33 percent plunge in aircraft leasing because of commercial airlines economic difficulties (Table 1). EQUIPMENT LEASINGThe two primary types of leases are operating leases and long-term leases. Operating leases are characterized by short-term, cancelable terms, and the lessor bears the risk of obsolescence. These leases are generally preferable when the company needing the equipment needs it only for a short period of time. Under the usual terms of such agreements, a lessee can usually cancel an operating lease, assuming prior notice, without a major penalty. Long-term, noncancelable leases, which are also known as capital, full payout, or financial leases, are sources of financing for assets the lessee company wants to acquire and use for longer periods of time. Most financial leases are net leases, meaning that the lessee is responsible for maintaining and insuring the asset and paying all property taxes, if applicable. Financial leases are often used by businesses for expensive capital equipment.

Society and the Disabled IN THE LAST 20 YEARS and especially since 1981, the International Year of Disabled Persons, the integration of disabled young people into the ordinary education system has become widely accepted and is now a prominent goal of educational planning in many countries. The concept of “handicap has been greatly modified in the last two decades. It is now distinguished from that of “impairment or “disability and is defined as a disadvantage for a given individual, resulting from an impairment or a disability, that limits or prevents the fulfilment of a role that is normal, depending on age, sex, social and cultural factors, for that individual. Handicap is therefore a function of the relationship between disabled persons and their environment. It occurs when they encounter cultural, physical or social barriers which prevent their access to the various systems of society that are available to others. Thus, handicap is the loss or limitation of opportunities to take part in the life of the community on an equal level with others.

Carlyle W. Hall Jr. has joined the Los Angeles office of Akin Gump Strauss Hauer Feld LLP, where he will be a partner in the firms project and infrastructure development department. If clients were asked what they want from the estate planning process, their answers would no doubt include, “achieving control over financial and family issues,” “certainty of future income” and “avoidance of transfer taxes,” among other objectives. Why, then, is the estate plan usually initiated by a clients trust and estate attorney, tax accountant or trust officer? Why do clients seldom ask to go through the estate planning process? Sophisticated estate planning can quickly look like a maze of legalities. Clients are told to wade through reams of documents that they must approve and make official. We ask them to analyze incomprehensible spreadsheets for alternative estate tax savings concepts. At the end of this process, I doubt that clients can explain to anyone the specifics of what they have just finished. For the client, the process probably feels out of control. Based on our experience working with clients, here are four rules that should empower them with the sense of greater control:

In individual therapy sessions, the therapist may model anxiety-producing behaviors while the client, remaining relaxed, first watches and then imitates them. In therapy involving social skills and assertiveness training, this technique may take the form of behavioral rehearsal, in which the therapist models and then helps the client practice new, more socially adaptive behaviors.
Beyond phobias, modeling has wide application in therapy. Therapists use the modeling technique to illustrate healthy behaviors that clients can learn by example and practice in session. With children, the therapist models a variety of responses to difficult situations. In the situation of dealing with a classroom bully, the therapist models alternate responses in the context of a role play, where the therapist acts as the child initially and the child assumes the role of the bully. Then roles reverse. The child practices the behavior and responses modeled while the therapist portrays the bully. In couples therapy, modeling is used to teach listening and communications skills. With quarreling couples, the therapist models responses to facilitate resolution rather than spiral the discussion downward into name-calling. Modeling has also been used effectively in anger management and in abuse cases.
Schools offer one of the largest arenas for modeling where teachers first demonstrate the behavior they seek, be it classroom decorum or how to work a long division problem. Bandura maintains that self-efficacy may be influenced by modeling. A behavior modeled increases the students belief about what is possible, enhancing the students ability to accomplish the task set forth.
