They argue that, if marijuana, cocaine, heroin, and other drugs were legalized, several positive things would probably occur: (1) drug prices would fall; (2) users would obtain their drugs at low, government-regulated prices, and they would no longer be forced to resort to crime in order to support their habits, (3) levels of drug-related crime, and particularly violent crime, would significantly decline, resulting in less crowded courts, jails, and prisons (this would allow law-enforcement personnel to focus their energies on the “real criminals” in society); and the drug production, distribution, and sale would no longer be controlled by organized crime, and thus such criminal syndicates as the Colombian cocaine “cartels,” the Jamaican “posses,” and the various “mafias” around the country and the world would be decapitalized, and the violence associated with drug distribution rivalries would be eliminated. By contrast, the anti-legalization camp argues that violent crime would not necessarily decline in a legalized drug market. In fact, there are three reasons why it might actually increase. First, removing the criminal sanctions against the possession and distribution of illegal drugs would make them more available and attractive and, hence, would create large numbers of new users. Second, an increase in use would lead to a greater number of dysfunctional addicts who could not support themselves, their habits, or their lifestyles through legitimate means. Hence crime would be their only alternative. Third, more users would mean more of the violence associated with the ingestion of drugs. These divergent points of view tend to persist because the relationships between drugs and crime are quite complex and because the possible outcomes of a legalized drug market are based primarily on speculation. However, it is possible, from a careful review of the existing empirical literature on drugs and violence, to make some educated inferences.

The impact of the fiscal deficit on monetary expansion, growth of output and price stability in various countries has been extensively analysed. Canada has a long tradition of a flexible exchange rate regime. Since mid-2001 the Australian government has provided incentives for overseas students studying at Australian universities to apply for permanent residence after completing certain university courses. This has prompted a surge of enrolments in these courses. Students completing accounting and information technology have dominated this particular means of gaining permanent residence. (1) By 2004-05, the onshore skilled overseas student visa categories (880, 881 and 882) constituted a major component of Australias skilled migration program. (2) A similar pattern is currently unfolding with overseas students who have completed trade level courses in Australia. This may be read as good news, since there are serious shortages in some construction, metal and electrical trades. But that is not where the immigration growth is occurring. Rather, it is among cooks and hairdressers. As indicated in Table 1, onshore skilled overseas student visas issued to cooks, and to a lesser extent hairdressers, increased sharply from 2001-02 to 2005-06. By contrast, Table 1 shows that there were only a tiny number of visas issued to former overseas students in other trade occupations.

The answer is that there is no simple answer. Because nutrition is not an exact science, the uncertainty leaves room for personal bias, disagreement and even fear. The Recommended Dietary Allowance (RDAs) say that you need a daunting 1,200 milligrams (mg.) of calcium every day; the World Health Organization (WHO) says you need only 500 mg. Why would international guidelines be less than half of the American guidelines? After all, were always given the impression that those Third World mothers are malnourished; dont they need more nutrients? Which guidelines does your doctor follow? Who can you believe? And how on earth can anyone consume the RDAs of 1,200 mg. of calcium, 30 mg. of iron and upwards of 80 grams (g.) of protein a day?
Researchers in Australia tested ginger against vitamin B6 as a cure for morning sickness and found it just as effective in relieving the nausea, vomiting and dry retching which affects up to 75% of pregnant women, mostly in the first three months of their pregnancy.

The Creditors Rights Commercial Law Practice Group Ice Miller Recent issues of the Cautious Creditor(R) addressed various aspects of Revised Article 9 of the Uniform Commercial Code (UCC), which will take effect in Indiana on July 1, 2001. This issue of the Cautious Creditor addresses the effect of Revised Article 9 upon real estate transactions and foreclosure of real estate-related security interests (other than agricultural liens and security interests in farm products, which will be addressed in a future issue of the Cautious Creditor). In general UCC Article 9 applies only to security interests in personal property and fixtures, not liens on real property. Revised Article 9 continues to respect this distinction, with a few notable exceptions. The most significant real estate-related changes include extension of Article 9s coverage to encompass not only security interests in promissory notes and payment obligations secured by real property, but also outright transfers of promissory notes and other payment obligations that are secured by real estate mortgages.

The researchers also conducted an online survey of 644 individuals who reported actively considering surgery. Interviewees said they thought they could minimize their risks by researching the procedure and the surgeons who specialize in that area. Two-thirds of the interview participants said the potential risks would not deter them from seeking surgery, while one-third said they would need to weigh the risks and benefits carefully. The research was funded by the American Society of Plastic Surgeons.

At a recent session of the Southeastern Regional Education Conference, Jim Williams, an attorney with Roberts Stevens Cogburn in Asheville, N.C., pointed out the value of a plan that immediately deals with accidents and helps assemble data. The risk manager is one of the first to know about a serious accident after it happens and should get to the product or accident as quickly as possible, said Mr. Williams. For starters, assembling information and taking photographs can be very useful in cases where a lawsuit could be brought after two or three years. At that point, there is no going back to examine the evidence. Charles Manning, Jr., president of Accident Reconstruction Analysis Inc. (ARAI), concurred. ARAI takes the initial evidence and uses it to reconstruct what actually happened at the scene of an accident. They use metallurgical testing, failure analysis and technical investigation of machinery to produce their results. It is possible to get accurate measurements, velocity, final resting places of vehicles and victims, he said. ARAI reconstructs accidents such as the case of a sailboat that hit power lines and caused the electrocution of its passengers. By reconstructing the situation with the same tide and wind conditions and the same type of boat, Mr. Mannings company was able to show that an experienced sailor would have been able to get the craft out of trouble. By videotaping the reconstructed incident from a variety of angles, Mr. Manning preserved evidence that could be of extreme importance to the power company in the event of future lawsuits. Auto accidents, products liability and elevator malfunctioning are other examples of cases that lend themselves to this type of analysis. As Mr, Manning points out, Risk managers must go out and get the evidence, but it is not necessary to do the expensive computer work in the beginning. Just get the evidence, do a little hand calculation and be prepared for a future problem. Complementing the discussion, Thomas A. Jenkins, of Ledford Legal Communications, presented the value of computer animation for courtroom presentation. Noting that statistics have shown only 5 percent of the population understands simple scientific evidence, Mr. Jenkins said it is vital to help people such as jurors understand difficult concepts.

Literacy is important for promoting the development of the whole student–character, mind, heart, etc.–as well as for its practical and entertainment value. Because literature can exert such a powerful hold on the imagination, certain works can be used to invite students to become more literate and to encourage students to take responsibility for their ongoing personal development. Books by Louis LAmour had this effect on the author when a young man, and are introduced as an example. In the last century, the responsibility for literacy education has seemed to shift from person to school. At the same time, a shift in the purposes for literacy education has also occurred. Previously, literacy was valued as part of the development of the whole self–character, mind, soul, etc.–as well as for its practical value. Now it seems that the reasons advanced for literacy education are generally limited to either job success or light entertainment. As important as fun and money are, however, something has been lost. Reading itself can be a tool to teach students the deeper uses of literacy and to encourage students to take responsibility for their ongoing development. This is a similar approach to the use of trade books in teaching reading, science, math, social studies, and other areas. Many novels, biographies, and short stories can be used across the full range of student ages and interests to foster interest in literacy. Here I want to focus on the possibilities of one particular author–Louis LAmour. I chose him as my example because of the people I know personally whom his work has touched. LAmour is best known for his Western novels, many which have been made into movies. Many of LAmours characters are more than just gun-toting tough guys; a surprising number tote books as well, and discuss their education and development. LAmours books touched me as a youth, inviting me to participate more deeply in the world of reading, writing, and ideas.
